What Passenger endorsement training has to cover

The federal requirements for this endorsement

49 CFR 383.93(b)(2) lists passenger vehicles among the vehicle types requiring a state-issued endorsement, and 383.93(c)(2) sets the test: Passenger requires a knowledge test and a skills test. That is a heavier requirement than the knowledge-only endorsements, and it is why the training curriculum has a behind-the-wheel component.

The P endorsement is also one of only three that may be carried on a commercial learner's permit at all. 49 CFR 383.93(a)(2) allows exactly Passenger (P), School bus (S) and Tank vehicle (N) on a CLP, and nothing else.

The curriculum is Appendix C to 49 CFR Part 380, and it is not a cut-down version of the Class A or B curriculum. Its units are specific to carrying people:

  • Unit C1.1 Post-Crash Procedures — assessing the driver's own physical condition immediately after a crash, notifying authorities or delegating that, obtaining emergency medical assistance, moving vehicles off the road in minor crashes to avoid subsequent collisions, warning devices, and using a fire extinguisher.
  • Unit C1.2 Other Emergency Procedures — security breaches, on-board fires, emergency exit and passenger evacuation, medical emergencies, emergency stopping and hazard signals, and mechanical breakdowns en route.
  • Unit C1.3 Vehicle Orientation — the physical and operational characteristics of a passenger-carrying vehicle, down to rear overhang, axle weights, tire ratings and seat and mirror adjustment.
  • Unit C1.4 Pre-Trip, Enroute and Post-Trip Inspection — which adds five items the freight curricula do not have: emergency exits, the passenger interior including seats, restrooms and their environmental requirements, temperature controls for passenger comfort, and driver and passenger seat belts.

Appendix C also fixes where the training happens: it must be conducted in a passenger vehicle of the same vehicle group as the applicant intends to drive. A provider training in the wrong group has not met the requirement. As with the other appendices there is no minimum number of hours, but the provider must cover every topic, must determine proficiency in every behind-the-wheel element, and must document total clock hours.

Get told when the register changes

Licenses lapse and get renewed constantly: in the current data nearly a quarter of the records in one state register have already expired. We re-check the registers and email a short summary of what moved.

One email when the register data is refreshed or a rule changes. No more than monthly.
