Different curriculum, different test, different providers

What HazMat endorsement training has to cover

The federal requirements for this endorsement

Four things make the hazardous materials endorsement different from the other four, and each of them is in the rule rather than a matter of practice.

  • Knowledge test only. 49 CFR 383.93(c)(4) requires a knowledge test for Hazardous Materials. There is no skills test, unlike Passenger and School bus.
  • Theory only. Appendix E to 49 CFR Part 380 contains a theory instruction curriculum and no behind-the-wheel curriculum at all. Appendices A through D all have one. That is why a provider can deliver the whole H curriculum online in a way it cannot for Class A.
  • Not allowed on a learner's permit. 49 CFR 383.93(a)(2) permits only Passenger (P), School bus (S) and Tank vehicle (N) on a CLP. H is not on that list.
  • Outside the one-year window. 49 CFR 380.603(c)(3) requires theory and behind-the-wheel portions to be completed within one year of the first portion, "except for individuals seeking the H endorsement".

Appendix E states its own purpose plainly: driver-trainees seeking an H endorsement, as defined in 383.93(c)(4), must complete the curriculum in order to take the state-administered knowledge test. The training comes first and the test comes after.

The seven units are specific to carrying hazardous materials:

  • E1.1 Basic Introductory HM Requirements — the applicable Federal Motor Carrier Safety Regulations when hazardous materials are carried, plus the communication requirements: shipping papers, marking, labelling, placarding, emergency response information and the shipper's responsibilities.
  • E1.2 Operational HM Requirements.
  • E1.3 Reporting HM Crashes and Releases — immediate notification procedures and contacts, and completing and submitting incident reports.
  • E1.4 Tunnels and Railroad-Highway Grade Crossing Requirements.
  • E1.5 Loading and Unloading HM — including segregation and securement, and the prohibition on transporting certain solid and liquid poisons with foodstuffs.
  • E1.6 HM on Passenger Vehicles — what types and quantities can and cannot be carried on vehicles transporting passengers and property.
  • E1.7 Bulk Packages — cargo tanks, intermediate bulk containers, bulk cylinders and portable tanks, emergency control features, special handling characteristics, and methods specifically designed to reduce cargo tank rollovers.

One thing this endorsement does not replace: the employer-side hazmat employee training in 49 CFR 172.704, which is a separate five-part requirement on a three-year recurrent cycle with its own record. The H endorsement qualifies the driver to be licensed; 172.704 is what the employer owes regardless.

The registration record is the stronger signal in any case: where the register publishes them, the issue date, last renewal, expiry and the Training Provider Registry listing all come from the issuing authority, which is not true of a star average.
Why are some entries missing from the map?
3 of these 23 records give a PO box, a bare route number or a road junction instead of a street address, so no coordinate could be derived for them. They are still listed and searchable by name, city and county, and they are left out of the map and the "nearest to me" results. Placing a PO box at a plausible-looking point would make the map look complete and be wrong.

Get told when the register changes

Licenses lapse and get renewed constantly: in the current data nearly a quarter of the records in one state register have already expired. We re-check the registers and email a short summary of what moved.

One email when the register data is refreshed or a rule changes. No more than monthly.
