The license record is the stronger signal in any case: where the register publishes them, the issue date, last renewal, expiry and the state license number all come from the issuing authority, which is not true of a star average.
Why are some entries missing from the map?
1 of these 185 records give a PO box, a bare route number or a road junction instead of a street address, so no coordinate could be derived for them. They are still listed and searchable by name, city and county, and they are left out of the map and the "nearest to me" results. Placing a PO box at a plausible-looking point would make the map look complete and be wrong.
