HGV vehicle tax and the HGV levy in 2026

Since 1 July 2026 most heavy goods vehicles qualify for a temporary vehicle tax (VED) rate of £1 for 12 months. The HGV levy is a separate charge and is still paid in full. This page sets out who gets the £1 rate, how the levy works and what it costs.

The £1 vehicle tax rate

Outside this period, VED for HGVs depends on the vehicle’s revenue weight, axle configuration and Euro status.

The HGV levy is still charged

The levy applies to HGVs of 12,000 kg or more. For a UK-registered HGV it is paid together with vehicle tax, and during the £1 period it continues to be charged at the current levy rate alongside the £1 VED.

Questions

Do all HGVs pay £1 vehicle tax?
Most do: HGVs in tax classes 1, 2, 16, 23 and 57 taxed between 1 July 2026 and 30 June 2027 get the £1 rate for 12 months. The HGV levy is still charged on top.
Is the HGV levy suspended in 2026?
No. The levy continues at the current rate alongside the £1 vehicle tax rate.
Which HGVs pay the levy?
HGVs of 12,000 kg or more. Foreign-registered HGVs pay for each day they use an A road or motorway in the UK.
