Where to take the CDL knowledge and skills tests, from the office lists the states publish. Where a state says which offices give CDL skills tests, those are marked; where it does not say, the listing makes no claim.
The largest concentration is in Phoenix: 24 of 3997 (1%). Other cities covered include Columbus (20), Portland (18), Springfield (15), Jackson (14), Jacksonville (13), and 2466 more.
By county, the 3997 entries fall across 1318 counties; the largest are Maricopa (72), Franklin (39), Jefferson (36), Washington (35).
These 3997 entries come from a register that publishes no listing dates at all. For those, the only thing that can honestly be said is that the facility appeared in the state register when it was last refreshed, on September 23, 2026. No issue, renewal or expiry date is shown for them, and none is guessed.

The order of steps, from the regulation
Getting a Class A or B CDL for the first time is a sequence, and each step has a federal rule behind it.
- Commercial learner’s permit. A CLP is a precondition to the first CDL (49 CFR 383.25(d)). To hold one you must have passed a general knowledge test that meets the federal standard for the vehicle you expect to drive (383.25(a)(3)) and be at least 18 (383.25(a)(4)).
- Entry-level driver training. Since 7 February 2022 a first-time Class A or B applicant must complete entry-level driver training from a provider on FMCSA’s Training Provider Registry before taking the skills test (380.609(a), 383.71). The CDL training section of this directory lists those providers.
- A wait of 14 days. A CLP holder is not eligible to take the CDL skills test in the first 14 days after the permit is first issued (383.25(e)).
- The skills test. It has three parts under 383.113: a pre-trip vehicle inspection, basic vehicle control (starting, stopping, backing in a straight line, turning), and an on-road driving test.
The CLP itself is valid for no more than one year from first issue without retaking the knowledge tests (383.25(c)), which in practice sets the deadline for the rest of the sequence.
State examiners and third-party testers
A state may give the skills test itself or authorise a third party to give it (49 CFR 383.75). A third-party test must be the same test the state would give, with the same instructions and scoring sheets (383.75(a)(1)). The state must inspect each third-party tester on site at least once every two years (383.75(a)(2)), and every two years must either covertly test, co-score, or re-test a sample of drivers to check each examiner (383.75(a)(5)).
One rule matters if you trained at a school that also tests: a skills test examiner who is also a skills instructor may not test an applicant they trained themselves (383.75(a)(7)). The school may still test you, but not with the person who taught you.
Where a state publishes its list of authorised third-party testers, those testers are listed here too, under the state’s own wording. Some states let third-party examiners test only their own employees or students; where the state says so, the listing says so.
What each state publishes, and what that means here
Every state and the District of Columbia is covered, but no two states publish the same thing, so the listings differ by state:
- Lists of CDL skills test sites. Some states publish exactly where the CDL skills test is given: their own test sites (Texas, Virginia, Washington, Kansas, Nevada, Oklahoma, New Hampshire, Vermont, Iowa, New York) or the third-party testers they authorise (Florida, Georgia, Colorado, Oregon, Utah, Nebraska, Wisconsin, Idaho, Michigan, Indiana, Tennessee, North Dakota, South Dakota, New Mexico). Every listing from these is marked as a CDL test site.
- Office lists that say which offices test. Other states publish their offices with the services each one offers, and say which give CDL road tests (California, Iowa, North Carolina, South Carolina, Tennessee, Illinois, Minnesota, New Jersey, New Mexico, Arizona, Alaska, Ohio, Wyoming, Missouri, Washington). Those offices are marked; the others in the same state are listed without the mark.
- Office lists that do not say. The remaining states publish their driver licensing offices without saying which give CDL skills tests. Those listings make no claim either way, and where the state explains how to book a CDL skills test (Kentucky through its State Police, Louisiana through third-party testers), the listing says so.
Individual examiners listed by some states are people, not businesses; they appear as "Independent CDL examiner" with the town and the phone number the state publishes, without their names.
The HazMat endorsement is a different path
For the hazardous materials endorsement there is no skills test, but there is a security threat assessment by the Transportation Security Administration. A state may not issue, renew, upgrade or transfer a HazMat endorsement unless TSA has determined the driver does not pose a security risk, or the driver holds a valid TWIC (49 CFR 383.141(b)). The fingerprinting for that assessment is done at a TSA enrollment center, which has its own section in this directory.
